And if the City doesn’t get a satisfactory explanation from the premier, one alderman wants Bennett to come before council and explain why he’s breaking the promise he made when announcing the Quay Project among - much bally hoo two years ago. Hall’s motion passed unanimously. , Alderman Gary Payne recalled that Bennett promised at the press conference that all the properties at Lonsdale Quay would pay municipal taxes. If the premier decides the province won't pay the taxes, Payne suggested, “he should come before us and tell us why he was wrong in October, 1979.” The British Columbia Development Corporation, which is building the Lonsdale Quay develop- ment, has estimated the City will get $500,000 each year in taxes from the project whencomplete. Another worry, — said Alderman Stella Jo Dean, is that the province might refuse to pay taxes on other property it owns in the City, such as the $1.5) mithon courthouse recently = an- nounced. Payne said the marine training institute will be serving the entire province, and not just) North Van- couver, so it isnt unreasonable for the City to ask for property taxes. Payne told council that Vander Zalm had rejected North Vancouver's sub- mission under the Down- town Revitalization Program, a _ provincial scheme to help municipalities bring older downtown cores back to life. Vander Zalm objected to the inclusion of the Lonsdale Quay project in North Van's application, said Payne, because the Quay is a redevelopment, not a revitalization. “This is not a joke, this is no small matter, this is quite serious, said Payne. North Van has already committed money of its own, anticipating that the government would approve 1S application. Council decided to appeal the ruling. leaving Lonsdale Quay out of a revised ap- plication. “If the ministry doesn't hsten to our appeal then there are going to be some problems.” Payne said. The government must feel its “already got all the brownie points it needs in North Vancouver and wants to spend the money in other areas where if needs some help” politically, he added.
