(UPI wirephoto) TRANSPORT MINISTER SAYS Americans ‘too busy’ for auto talks OTTAWA (UPC)—There is no point pressing for changes in the Canada-US. auto pact as long as American auto sales are in a slump and Jimmy Carter is preoccupied with a presidential election, In- dustry Minister Herb Gray said. But New Democratic Party finance critic Bob Rae shot back in the House of Commons Wednesday that Americans will never want to change the autopact because it gives them all the advantages. Gray said Canadian of- ficials had ‘very forcefully laid their positions on the table’ during talks with U.S. special trade representative Reuben Askew last Friday, but no proposals had beea made to overhaul the pact. ‘This was the first of a series of meetings to set forward our concerns and to get initial American ° Tune-ups * Brakes responses,” Gray told the House of Commons after Rae accused him of political bluster and inaction. ‘It is very important not to press for final decisions until the climate is right and to have the decisions we want from the Canadian point of view," Gray said. Prime Minister Pierre Trudeau during the winter election labeled the auto agreement ‘unfair’ to Canadian workers, and he promised efforts to win a better deal. Gray told the Commons the total economic climate had to be kept in mind in assessing what to expect from the auto talks. “You have to consider the weak state of the North America auto industry, the weak state of the U.S. economy, aad the fact their election campaign is en- tering the home stage,’ he said. Gray said it was important to start up a ‘series of consultations’ and press for changes later, but that remark drew derision from Rae, who said the United States would oppose almost all changes to the autopact whatever the climate. ‘Even if the U.S. economy was in good shape, there still would be a structural im- balance in our trade,’ Rae said. “We assemble cars which are toobig. We don’t do any research and developmént, we don't do any engineering design, we don't make any small cars, and we are way behind in parts. ‘Those problems would still be there even if the auto trade was going. strong.
