NORTH VANCOUVER CITY COUNCIL By Robert Galster Aa application presented to North Vancouver City council by Niad Builders Ltd. seeks approval for the construction of a seven- storey building with 37 one- and two-bedroom units. The site is zoned for medium density apartment use. The develop- er is asking for a change to compre- hensive development zoning. Commercial space on the build- ing’s ground floor is also in the com- pany’s proposal. The majority of the speakers at the hearing were residents of 1650 Chesterficid Ave. They are located beside the pro- posed building. Richard Low, a member of the Strata council at 1650 Chesterfield Ave., expressed concern with the kind of commercial activity likely to take place at the proposed building. Low told councillors that the area is already faced with a “tremendous amount of foot traffic.” He argued that the eventual use of the commercial area should exclude resiaurants, video stores or any other establishment that may remain open on a 24-hour basis. “This commercial space ... is a matter of sore concern,” said Low, He added that most of the traffic in the area consists of young people. The proposal also incorporates a density transfer from a ncighboring site. The move would allow the pro- ject to remain within the city’s offi- cial community plan guidelines. The transfer process involves tak- ing the unused density portion from one site and applying it to another so that the combined average is within applicable guidelines. In exchange, the site with density to spare gives up its right to redevel- Op to its previous allowable maxi- mium. Following the public hearing, councillors took Low’s comments to heart. Council postponed voting on the issue until city staff has had a chance to rework the proposal to limit possi- bie uses of the commercial space.
