At best any comments at this point are conjecture. However, a number of educated speculations are possible, and following is a random sampling | solicited from people in the financial community. In general, a _ better business environment... pro- bably no roll back of the tax changes introduced in the last Liberal government budget; indeed, some higher taxes may be in store... of par- ticular significance to B.C., improved conditions for the senior mining and oil com- panies, and possibly the forest industry... at the inter- national level, better economic relations with both the U.S. and the U.K.... for the small investor, no par- ticular benefits ayrpear to be in sight. $ $ $ Bill Barcley, chartered ac- countant with Laventhol & Horwath, anticipates that most of the proposals in the Lalonde Liberal budget of February 15 will not be altered by the Tories. **They might add or delete ™ a little,’’ he suggests, ‘‘but they (the proposals) are not too controversial. For the most part they are of a reliev- ing nature, tax simplifications.’’ One election issue the new government may have to deal with is the minimum income Bill Ryan tax, although with their massive majority, they may do little more than give the perception to the public that they are going to ‘‘do something’’ about taxing high income people with tax shelters. The view that the Conser- vatives will not meddle with tax measures outlined in the last budget is shared by Robert Schneider, of Yada Tompkins Humphries Palmer, chartered accountants. However, he foresees the possibility of higher taxes. Once the Tories have ‘‘had a look at the books’’ they pro- bably will find little maneuvering room in view of the large deficit and the high cost of paying for its borrow- ings, much of it in USS. funds. $ $ $ A Wood Gundy newsletter suggests the Tory victory will begin a period of ‘‘better business environment in Canada, improved relations with the U.S. and a better perception of Canada by foreign investors.”’ The oil sector of the stock market, and particularly the integrated and senior oil companies have most to gain under the new administra- tion, the investment house believes, as they have suf- fered most under the Grit's Program, National Energy Congratuiations Chuck Traunweiser, Manager of A.E. However, Lay suspects this is another example of investors ‘‘buying on the rumour (the expected Tory win), and sell- ing on the fact,’’ and follow- ing the New York market down. A final speculative point of my own: RRSPs came into existance in 1957 through legislation passed by John Diefenbaker’s government. Is this Tory government capable of producing another such gem for the little guy -- the small investor? AE.
