In a letter to the mayor
and council, the committee's
North Van City director,
Richard Blackburn, has
requested council take four
specific actions.

First, investigate the tax
assessments of the major
waterfront industries in the
City.

Second, initiate appeals to
the court of revision and the
Assessment Appeal Board,
as necessary, if the “actual
values” of those industries
are not truly reflective of
their real worth.

In his letter to council
Blackburn pointed out that
“It is our expenence, the
assessor's office has not, in
the past, used all the
parameters of the act in
determining fair industrial
assessments; and it has only
been through public
pressure and exposure by
this committee that this
situation has been partially
rectified with the $37 million
increase this year in_ the
assessed value of Hooker
Chemicals in the District of
North Vancouver.”

Blackburn then called
upon the mayor and council
to provide the leadership
mandated to them by the
people to initiate such in-
vestigations and appeals in
the interest of “natural
justice.”

The third specific action
urged is that council demand
that the provincial govern-
ment change its policy of
allowing tax free status for
the floating dry dock
