chief appointed THE North Shore Health Region (NSHR) board has appointed Dr. John Maynacd as its new regional chief of staff. Maynard, a North Vancou- ver resident and an active member of the North Shore medical staff for over 10 years, took on the job on July 1, fora three-vear term. He replaces Dr, Don Warren, whose term as regional chief of stal¥ expired on Jrne 30. As regional chief of staff for the North Shore Health Region, Maynard is responsible for ensuring the region’s phys cians and surgeons continue to maintain quality medical care. He said he is looking forward to the challenges of the new role. “The medical staff of the North Shore have a strong his- tory of providing high quality medical care,” he said. “There is a positive environment in the community toward our health system on the North Shore nght now, and I look forward to working with my colleagues, the board of the North Shore Health Region, and its staff to find ways to improve the level of care in our region.” A graduate of Simon Fraser University and the University of Calgary, Maynard was ar ident and emergency physician in Victoria for a decade betore returning «tothe | Lower Mainland as an) emergency physician at Vancouver General Hospital for two years. During this time, he was also a medical director tor Expo 86. In 1987, ke established a solo practice in Deep Cove. He was chief of general practice at Lions Gate Fiospital and is current president of the North Shore Medical Society. In confirming the appoint- ment, NSHR board chairman Len Kelsey said Maynard’s knowledge and experience of the North Shore will be crucial as the region and its medical staff work together to build a stronger and more integrated health svstem. He also acknowledged the contribution of the outgoing regional chief of staff. “We look forward to Dr. Maynard's perspective,” Kelsey said. “it is equally important to recognize the outstanding work Dr. Warren did in leading the quality of professional care, and building links benveen the board and the medical staff during his term.” Street vendors OK’d for upper Lonsdale | Kevin Gillies - News Reporter’ THE smeil of fried onions could soon be wafting down northern- Lonsdale, but it won’t be coming from McDonald’s. North Vancouver City council decided last week to allow four “street vendor” sites to set up shop on Lonsdale- area’ . sidewalk —_ locations tween 14th and 21st streets. A report to council from property use inspector David Owens ‘states that the four vending sitcs were chosen because there is-enough foor traffic and minimal impacts on established area businesses. The four areas are: | Wi the plaza on the west side of Lonsdale at 14tin Street; Mi the southeast corner of Lonsdale and 17th Street; @ the northwest corner of Lonsdale and 19th Street; and B® the southeast corner of Lonsdale and 21st Street, near Londor Drugs. “Ic gives a different kind of ambience in the city,” said Coun. Barbara Sharp of street vendors. “Part of what you want to do is sit down on a bench with a smokey.” Coun. Barbara Perrault said two benefits of street vendozs are choice and increased strect activity. “I think the more activity you sec on the streets, the safer they are,” she said, adding council should nor interfere in the market place. But Mayor Jack Loucks, didn’t support the idea. “We've got more food ser- vices and more restaurants; J think these people will be more of a nuisance’ than anything,” Loucks said. “I certainly don’t feel it's appropriate in the city . as I see it.” But Coun. Darrell Mussatto noted that when the concept was originally drawn up there were a lot more sites being con- . sidered, “We had a list of a whole bunch and now we’re down to four,” he said. Coun. Stella Jo Dean — who, ‘with “Loucks, voted against the vending sites —~ noted, “We had someone from Lower Lonsdale speaking for 90 businesses that were against street vending.” . Three Lower Lonsdale vending locations were scrapped after the opposition expressed = concern ~— with increased competition: The cost of a vending cart business licence for any of the locations will be $600. The April city report said London Drugs requested the 2st Street site while Mr. Tubesteak, Yummy Hot Dogs and Maggie’s Deli expressed interest in che 14th Street site. But McDonald’s Rest- aurant owner Jim Pike lobbied in writing against the sites near his business. Ina May 2 letter to council, Pike said vendors selling similar products would have an unfair advantage over him and bene- fit from his advertising. “Cart operators would be recipient to licence benefits with only minor expense and capital outlay,” Pike’s letter said. “The existing businesses, such as mine, kave had to shoulder expenses such as health licences, —_ business licences property taxes, sewer and water.” Fike is an owner-operator of a McDonald’s franchise and not a representative of the fast food chain. His letter states that he pays $185,000 annual- ly tor water, sewer, reat and maintenance.
