BC Tel and other Stentor com-
munications companies announced
earlier this week a joint initiative to
bring the information highway to
‘Canadians across the country.

’ The companies will join forces
to upgrade their local, regional and
- national networks to provide multi-
‘media services in homes; offices,
hospitals and schools.

=. The joint activities will include
_ an $8-10 billion upgrade over 10
years of the local telephone net-
works to build a broadband net-

‘ work for multi-media services; a
“$500 million network enhancement
program over six years to provide a
Seamess national network; creation
of anew company to supply multi-

media services and applications;.
and a venture capital fund to assist /

companies developing multi-media

applications and products for the -_

“hinformation highway.
The total amount of the fund
“could reach $50 million,

Chamber of Commerce presented
the’ Chamber’s views on alterna-
tives to the GST to the House of
Commons Standing Committee on
Finance during their recent hearings
in Vancouver. ae

Dean Cooper’s organization
represents over 13,500 small and
medium-sized businesses through-
out the province.

“The Chamber is in favor of a

“visible and broadly-based con-

sumption tax,” Cooper told the
committee. “We are also asking for
a simple collection and reporting
process which should be harmo-
nized with the provincial sales tax.
Any revenues received from a new

‘tax that are beyond those budgeted

should be used to directly pay down
federal government debt.”

Cooper also suggested the new
tax should be revenue-neutrai, keep
Canada internationally competitive,
and offer a credit system for low-
income households.

And, he added, “Business must

- be consulted regarding the imple-

mentation process of any new tax to
ensure we do not encounter the
major changes and costs associated
with the introduction of the GST.”
