For the past sever- al months he’s been having severe psychological problems, and al- though he is getting some treat- ment he is a long way from going back to work, There is a possibili- ty that he may even be perma- nently unemployable. He is on welfare, but it isn’t very much to live on. He-bas extra expenses like cabs and grocery delivery charges ‘because of his condition. I would like to know if there is any other financial help available. .., Amswer: Your friend may be el- igible for what is known as GAIN for Handicapped. This special in- come assistance rate is paid by the Ministry of Social Services and Housing (MSSH), which is the same office where he would have applied for welfare. ’ ‘The allowance is for people with physical or mental disabilities who qualify financially and it pays BUSINESS BRIEFS associations. RESEARCH will be hosting its Production Management pro- gram aimed at small and medi- um-sized businesses from Feb. 18 to 20. The program will focus on how set up a personal time program, how to to management HELP’S AT HAND more than regular welfare. For example, as of February 1991, the rate for a single person on handicapped assistance is $694 per month, compared to $550 a month for a single unemployable person, or $500 a month for a single employable person. He may also qualify for other benefits like a morzhly bus pass. A successful applicant for GAIN for Handicapped must fit the government definition of “*handicapped.’”” Government rules say that handicapped means you have an ‘‘apparently permanent mental! or physical disability.’” This can include _ disabilities which are not visible; for example, arthritis, severe allergies, or psychiatric conditions. An appli- cant will need a doctor to agree that the handicap cannot be cured by any therapy. It must also be shown that, because of the disability, help or supervision is needed with normal daily living or that there are unusual ongoing expenses for things like diet and transportation. Furthermore, our friend must show that he cannot be trained or re-trained for regular full-time work. This also needs to be verified by his doctor. As his friend you can be helpful in assisting him to prepare for his application. Make a list of all the ways that the disability costs extra money, whether or not he pays the costs himself. There may be fees for recreational or social activities that are part of medical treatment. Your friend will also need an appointment with his doctor. The doctor should be reminded of all medical problems and treatments. If his doctor is not supportive, encourage your friend to seek another doctor who will be. These appointments can be stressful. If you are able to, try and go with him, or at least help him to prepare for them. - Once the application forms are completed, it will take four to six weeks to process. In the mean- time, he could be eligible for emergency funds from the MSSH and should ask his worker about this.
