Whether this s automatically: means that developers _ _ are the .bad guys and the rest of. ‘us (now on a. winning streak) are the good guys is another matter.again. ao Even the . prudent homeowner who invested in: a double lot a-quarter of -a century. ago with the - laudable. aim of avoiding - becoming . a charge on the public purse in his old age is not immune. Today, he has only to suggest building a modest duplex on his spare -- land and the neighbors turn ‘out in force at city hall shouting “no.”. For the big boys — whose’ wicked’ moneyed . interests with plans for such mon- strosities: as. a two-storey office building, half a-dozen _ ~~~townhouses or a handful of - specialty stores:— it’s even managing to win in quite a few cases. _ Latterly, however, the would be developer. has begun to be faced with yet another roadblock: strident public opposition before he has -actuaily. proposed anything at all -- con- demnation in anticipation, so to speak.
