Mary Segal’s stand that the amended document is a ‘‘compromise bylaw.”’ By JOANNE MacDONALD The bylaw became an issue recently when mer- chants at Westlynn Mall re- quested permission to hold a Midnight Madness sale on Friday, July 13, thus keeping the stores open past the regular 9 p.m. curfew. Such a move would have required the repeal of Bylaw 5318 which regulates the closing of all retail businesses in the District. Under the bylaw, all stores in the District must be clesed by 6 p.m. on Mondays, Tuesdays, Wednesdays and Saturdays, and by 9 p.m. on Thursdays and Fridays.
