Recognizing the fact that any tax inerease ia difficult news After months of ditigent review they decided to onty fand © to swallow, the bad news is there will be a 3.4% tax increase in 1997, The good news is the inerease could have heen much higher due to funding cuts made this year hy the Province. Here's the full story. WHY A TAX INCREASE? ‘This year, the Gity of North Vancouver faced a 7% loss in tax duc to two specific Provincial gevernment actions, — 7 7 _First, every, municipality provides services auch as police and fire, The municipalities and the provincial govern- tent ehare the cast of running these programs, In 1996, a review of this Revenue Sharing Agreement amounted to a cut of $930,000 to the City. . Second, the overall taxable value of the grain terminals and BC, Rail proper- ty was lowered by the provincial government, This action resulted in a further loss: equivalent to a 2.59% tax increase. ’ Clearly, to not pass the full 7% tax increase onto City residences the City Council and ataff had te: make some tough funding decisions. WHERE WILL YOUR TAXES GO? Not wanting to burden City taxpayers with a municipal tax increase of 7%, the Council and ataff have worked hard to reduce the figure by more than a half, EAR YE urgently needed items, and not neglect maintenance.of the M . by City infrastructure, ‘The breakdown works like this: 1.5% of the 3.49% tax ~inerease will go to maintaining roads, parks, reereation centres and other infrastructure facilities for which the City. is responsible, The remaining 1.9% will fund programs deemed urgent. .¢- like: a Lower Lonsdale Neighbourhood Constable, and continued support for Adult Crossing Guards in the City, ! WHO PAYS WHAT? ; oe The 3.4% tax increase will be equally levied to the home owners, businesses and industries, The tax increase to residential property owners is collected according toa tax formulas : — ~~ Property Assessment x Tax Rate = Taxes Owing Bottom fine this means that the municipal levy for an average single family home owner will increase by about $39.00, while the average municipal’ levy for a condominium owner will increase by about $10.00. Once again, the City’s tax levy remains among the lowest in the Lower Mainland, and that is always good news.
