Joe Clark is now in charge of constitu- tional affairs and Don Mazankowski is responsible for finance. Although Clark and Mazankowski have been effective Cabinet ministers in other portfolios, their new appointments are believed to be linked with Mulroney's concern about the growing popularity of the western- based Reform Party. In a recent poll, 43% of western voters favored the Reform Party while 14% said they would vote Conservative. Critics say the poll reflects federal neplect of the West.
