MAILBOX Ree defends loop design Dear Editor: The suggestion in a Feb. 3 letter to the editor that my objection to the diamond design for the Westview Interchange was, ‘‘the criticism of an outgoing, malcon- tent backbencher who jumped on the anti-Zalm government band- wagon rather than an expression of genuine concern for the over- pass design’”’ is unfair. This charge is unworthy of Kim Thom and requires an answer. I have been and continue to be a strong supporter of Premic~ Vander Zalm and the Social Crea- it Government. To criticize a deci- sion which I believe is wrong is my responsibility as the repre- sentative of the people of North Vancouver-Capilano and does not make me a malcontent. No one has been more interest- ed in the building of the inter- change at Lonsdale and Westview than I. Having fought hard for these exchanges, I will not quietly accept what I believe to be second ft. Unlike North Vancouver City Council, I would not prematurely support the loop or the diamond design until all the studies had been completed. The reasons for this recommendation are listed. © Use of a loop improves the weaving distance between ‘Vestview and Lonsdale for cast- bound traffic on the Upper Levels Highway. © The north to east traffic voi- umes can be accommodated on the ‘‘conflict free’? loop ramp which will in turn reduce the vol- ume of north to east left turning traffic onto 23rd Street. ® The loop alternative provides adequate storage lengths for all left turning vehicles on Westview Drive. Especially, the high south to west traffic volume can be bet- ter accommodated by the longer left turn lane in the loop alter- Native (approximately 115 m) whereas the diamond _ alternative with a left turn lane of only 45 m provides inadequate storage. ¢ Traffic progression is better on Westview Drive for the loop alternative because there are only two intersections and they are more favorably spaced for signal coordination purpose. DRAPERIES © In the loop arrangement, the 23rd Street intersection is combin- ed with the south ramp terminal. This eliminates the need for a third signalized intersection, with poor operational characteristics and inadequate left turn storage lengths, as in the diamond ar- rangement. © The loop offers a good level of service for the p.m. peak hour. © In the loop arrangement, nor- thbound left turning traffic into the shopping centre will be less likely to back up into the south .¥ ramp terminal during periods of congestion. © The high east-to-south traffic volume in the a.m. peak hours can be better accommodated in the loop option because of longer Storage of these vehicles on Westview Drive after they have made their left turns. *The narrower Westview cross-section adjacent to the shopping centre reduces pedestrian exposure crossing Westview Drive to go to the shopping centre. ® Westview Drive requires only a five-lane cross-section in the loop design thereby reducing the impact to the adjacent con- dominium development.’’ My concern is for a/l the users of the intersection.
