Prime Minister Chretien, moved by footage of the plight of some 509,000 Rwandan refugees in Zaire, announced Canada’s commitment to provide as peacekeeping forces to the war-torn nation — then | UHR = waited for other countries to follow. Now that most reporter refugees are returning home, however, and the Rwandan government is refusing to allow forcign troops on its suil, the tide of Canadian aid has slowed to a trickle. That’s fine with opponents to the plan, who say Canada shouldn't be involved in the first place. But do we as a blessed nation not have a responsibitity to help victims of tribal ys strife?
