Tuesday, October 13, 1982 at 7:30 p.m. The Friends of British Columbia Committee is officially registered ‘under the Referandurn Act | and is founded on the following principles: : We are not affiliated with any political party and we welcome all British Columbians. There os is no membership fee. We are proud of the existing Constitution of Canadawhich is based onthe freedom : and equality : of all Canadians within‘a balanced federal system. We are opposed to the proposals in the Charlottetown Accord which would deny tt the freedom and equality of all Canadians and distort the balance of our federal system... We are opposed to the guarantee of 25% of the seats in the House of. Commons for: the 1 Province of Quebec (Accord s.21). We are opposed to giving Quebec a “veto” over any futur changes to this guarantee (Accord s.57). ; We are opposed to a Senate which would be ineffective on any legislation involving fedefal spending or taxation (Accord ss.11 and 72). We are opposed to the establishment of gender quotas in the Senate (allowed under's.7 of | the Accord). We are opposed to a constitutionally entrenched guarantee of equalization payments from the “have” provinces to the “have not” provinces (Accord s.5).~ We are in favour of the principle that Aboriginal people may manage their own affairs and } safeguard and develop their languages, cultures and traditions. But we are opposed to the proposals in the Accord which would allow for a “third order” of Aboriginal governments with _} the power to “displace” the iaws of Canada and of British Colurnbia with laws of their own { (Accord s.47). We are opposed to entrenching new rights for Aborigina! peoples before the _ territorial limits of Aboriginal land claims have been resolved. And we are opposed to giving Aboriginal people a “veto” over any future constitutional changes (Accord s.60). The Friends of British Columbia Committee will meet regularly throughout the Referendum Campaign to discuss issues and to provide information. We welcome one and ail. Piease bring to the meeting: 1.
