Residents were also questioned to find out what noise disturbed them and how future railyard activity will affect the area. EXCEEDS LIMIT The report discovered that in the residential area closest to the railyard, the noise coming from the rail yard during the day and at night exceeded the level used by the Central Morgage and Housing Corporation (CMHC) to determine suitability for CMHC financing. Sixty-one per cent of the 126 area residents questioned, regarded the rail yard as a major source of noise, and 54 per cent. of those affected by the noise said it disturbed their sleep. Rail car impacts, train wheel and brake screeches and train horns and whistles were listed as the most bothersome noises. Highly intermittent nighttime noise was singled out as the worst probiem in the area. While the rail yard does not come under the City’s noise control bylaw because it is not within the City limits, the report did a hypothetical study and found that the yard exceeded both daytime and nightime bylaw limits on several occasions. The main reason the study was carried out last year was “the current expansions of the two grain terminal facilities (the Saskatchewan Wheat Pool and the Pioneer Grain Terminal) and the anticipated increases in grain car handling by the C.N.R.” The report notes that “because the additional grain unloading capacity at SWP (Saskatchewan Wheat Pool) will be accomodated by doubling the number of cars dumped during the afterncon and _ graveyard shifts, there will be a The reports suggests limiting the level of night- time railyard activity, primarily that involved in serving the two grain ter- minals. (Terry Peters photo) Significant increase in Nighttime intermittent noises.“ The report notes that in the near future the total number of grain cars han- dled daily by the Lynn Creek Yard will increase from about 170 to 430 cars, an increase of 250 per cent. Also, the report says the rate of grain car dumping during the late evening and night will increase by more than 100 per cent. “Therefore,” the report continues, “without effective noise abatement procedures, the railyard noise impact due primarily to sleep distur- bance will increase significantly in the near future.” Almost all the measures that could be applied to abate railyard noise impact involve the reduction of noise at the yard, the report says, and would have to be done by or with the co operation of the C.N.R. windows and doors on their homes. A copy of the report has been forwarded to the CNR, and spokesman, Al Menard says the company has an “ongoing dialogue” with the City about the problem of noise. Both Menard and North Vancouver City Mayor Jack Loucks said the CNR is making “an honest effort” to control the noise problem, but Loucks adds the com- pany “is not promising the impossible.” Menard says grain cars using the yard will only increase to 250 a day rather than 450 quoted in the report, so the problem will not be as great as the report anticapates.
