Each year we hold a special outdoor service

OUR MPS were engaged in highly
intelligent debate again last week
in Parliament, only this time the
controversy was over the govern-
ment’s proposed changes to the
Unemploynient Insurance system.
The proposal to cut U1 benefits

to people who quit their jobs
without ‘just cause’ was the
focus,

The Liberals and NDP misses
the boat when they accused the
government..of invoking changes

that will make it impossible for

sexually harassed women,
minorities who are discriminated
against, and women with critically
ill children to leave their iebs and
still get the compensa’ they
deserve.

Those and 37 other reasons that
have already been determined
through jurisprudence are and will
remain legitimate grounds for
receiving UI after leaving a job.

Debate rages over Ul plans

North Shore employment centre rep says changes
will make people think twice about quitting jobs

Last year 225,000 people volun-
tarily quit their jobs without just
cause, After waiting seven to 12
weeks they received their benefits,
costing taxpayers a total of $1
billion.

On the North Shore alone, ina
period of nine months in 1992,
1,272 people quit their jobs
without cause.

that with the changes to the UI
program she hopes people will
think about staying in their jobs
longer before taking any spon-
taneous action.

“We see so many people who
do quit their jobs without thinking
of the consequences,’’ she ex-
plained,

The Opposition did score politi-
cal points by bringing up the issue
of workers who take early retire-
ment and a severance package for
the benefit of their company and
its younger emyrnyees.

Under the existing changes,
these people would not receive the
UI payments they are entitled to.

that the minister does not see car-
ly retirees as voluntary quilters
and that he will look into the issue
this week,

claims were submitted, resulting in
a total payout of $19 billion.

Premiums paid by employers
and workers cannot keep up with
the demand. The result’ is a
massive deficit in the UL accotnt
— $4.5 billion in 1992 and a pro-
jected $8.5 billion in 1993,

There are two choices:
premiums or cut UI spending,

The government has chosen the
later by not paying voluntary
quitters who quit their jobs
without “just cause’? and by cut-
fing UI benefits from 60% to 57%
of insurable earnings. :
