Only when the artificial barrier regarding hours is removed, will all West Vancouver retailers be able to compete on an even basis. We have discussed the matter of opening hours with many storeowners and managers as well as the Merchants Association, and have observed other Centres and confirm that the five hours between noon and 5 p.m. would appear most ap- propriate for Park Royal stores and their customers at this time; thus this period will represent our Sunday schedule. Uniformity of hours is the traditional standard practice in shopping centres since they first appeared in the 1950s. The strength of a shopping centre for all the stores is the assurance that it will be open as a group for its customers during posted hours. Stores with closed neighbors are operating at a great disadvantage. This joining together as a group in a shopping centre and ac- ting in concert together for the benefit of the group is the real reason for the ex- istence of a shopping centre and, therefore, the reason for joining a shopping cen- tre.
