AlS - Wednesday, May 9, 1984 - North Shore News NORTH VAN CITY By MAUREEN CURTIS DESPITE INCREASED costs and decreased revenue, the City of North Vancouver has succeeded in bringing ina budget for 1984 that is less than one per cent higher than last year’s budget. And that despite a three per cent in- crease that was predicted at the December 1983 inaugural meeting. A lower school tax means that the average property owner will actually pay less total taxes than he did in 1983. The total increase over last year’s budget is $84,000, which amounts to an average increase of $2-3 per single family property, $1 or $2 per strata property and $60 per commercial property. “Our staff can certainly feel pretty good about this year’s budget,’’ said Mayor Jack Loucks. Council and staf have been meeting on a regular basis since early in the year in order to develop an annual budget that reduced taxes to a minimum, but retained the same level of service. This was done in the face of increased costs in many areas beyond Council's con- trol. The RCMP contract Is up by $281,303 and $57,805 in addiuional operating funds have been allocated to the Recreation Commission due to greater usage and expenditures. For various reasons, the City’s share of the funds go- ing to the North Shore Board of Health have increased by $45,769. In addition to the usual grants, the City ts providing about $40,000 to Silver Har- bour Centre and $10,000 to Litthe League Baseball! this year. The City has also had to budget for decreased revenues. Income from the is- suance of licences and revenues is down by $80,842. Short term investment in- come is lower by approx- imately $120,000. Revenue sharing grants, which provide the major portion of City revenue, were reduced by the provincial government by more than nine per cent, which amounts to a loss of about $120,000. The City estimates that the owner of the average single family residence will have to pay about $626.78 in proper- ty taxes this year, as opposed to $623.84 last year. Other taxes (including school taxes) however, are down from $796.94 to $746.24. Total strata property tax is also down by an average of $24.27. Owners will pay a total of about $443.21 this year, $401.08 municipal tax, plus $422.13 in other taxes, minus the homeowner grant). Last year the average strata title resident paid a total of $467.48. Due to fluctuating values, the City did not provide average rates for commercial property owners.
