would like to share with you.

However, legislation has
been passed forcing car manu-
facturers to produce new cars
that comply with certain limita-
tons on pollution. This is good
bur why do we then need to
test these same cars year after
year to ensure they are comply-
ing? -
I believe every car produced
within the last five years wil
pass the Air Care tests cven if
they have not been well main-
tained — and how many peo-
ple buy new cars and then do
not. maintain them for five

years?

Older cars should certainly
be tested and the price should
reflect the true cost of the ser-
vice including a profit for the
private company performing
the service.

However, if the company is
government-appointed and has
no competition, then the prof-
it should be limited to a rea-
sonable return on capital for
the risk taken. £ cannot sce that
the recent changes from $18 to
$24 (and now to a proposed
$33) reflect the increased cost
of capital but rather some
bureaucratic largesse at the
long suffering public’s expense
— as is tuc on most govern-
ment-sponsored projects!

It would be interesing to
actually see some published sta-
