ICBC must look at options other
than just raising the insurance of cars
that get stolen the most.

Maybe they should be lobbying
the government. to get tougher with
car thieves; forcing them to pay for
all damages incurred when they stole
a vehicle,

Joyriders would probably be
caught stealing *79 Civics, not
Mustangs.
