Since 1963 the council has been authorizing a long list of fund solicitors to make house-to-house collections for specific periods. But council Monday, with some em- barrassment, that it has never possessed the right. in law, to authorize or deny any organization that wishes to solicit funds in this way. It only has authority to approve or deny street- oriented “tag days” which are now rarely used for fund raising. This turn of events arose when council recently denied Greenpeace the right to conduct a house-to-house solicitation for funds. Council, following _ its customary procedure, in- vited the representative to ask questions about the previously discussed matter which bore directly upon his presence to seek council agreement to receive a Greenpeace delegation over the council's right to ad- judicate the earlier Greenpeace application for a door-to-door canvass. The Greenpeacer, however, tried to preface a question by commenting upon the reported remarks by an alderman in discussing the original Greenpeace application. (Alderman Jim Ball was reported = as AS-Sunday.News, March 30, 1980 referring to Greenpeacers as “... those bloody yo-yo’s”). The representative was told by Mayor Bell that comments from the gallery were not permitted — only questions. The mayor then said that Greenpeace could, if it wished, still ask for a delegation to appear before council, but he felt that the previous agenda item had probably removed that need.
