West Vancouver does not, nor
is it proposing to, tax water.

West Vancouver -does charge
each taxpayer for the average cost
of supplying water to all its resi-
dents, .

For the most part this charge is
on a flat fee basis that does
nothing to encourage water con-
servation.

For some time we have been re-
quiring water metres when larger
than standard service connections
are installed.

The proposed new bylaw would
require all new homes as well as
those doing extensive renovations
to install water meters.

This is preparatory to the
eventual requirement that every
residence have individually
metered water.

Memorial sends

The authors of the inscription
obviously could not care less that

thinking that inaybe they should
be concerned: about the message
they are sending to the warped
minds of the perpetrators of this
violence. ;

Could it be that these thugs will

all the rest of the male sex means
that. they and their activities are
normal? : .

‘I wonder if such an affirmation
of normalcy might induce some of
these thugs to pursue even more
of their. “‘normal’’ proclivities. |
