Question: ['m tired of looking at my neighbor's mess. They never cut their lawn and there's old fur- niture, appliances and car parts littering the yard. They seem able-bodied esough to do some- thing about it, so I was woudering if there was a way to make them clean up Answer: Perhaps you have al- ready considered asking them to tidy their yard, explaining why the mess bothers you. These sensitive requests are usually most suc- cessful if they are handled in a calm and non-judgmental! way. You may find out that there is a reason for the mess, which you can understand. It could be, for example, that your neighbors lack the means to remove articles to the dump or recycling facilities, and if you feel like it and are able, you might offer some friend- ly assistance. If you’re not inclined to handle ‘the situation in this way, or you have been unsuccessful with this approach, there is a municipal bylaw which will be enforced if you make a repost. The nuisance abatement bylaw is in place to deal with problems such as untidy premises. Each of the three local municipalities nan- dles complaints slightly differently, but as an example we will describe the process undertaken by North Vancouver District (NVD). To file a complaint within NVD, call the bylaw enforcement department at the North Van- couver RCMP office at 985-1311. The officer will note the details of the complaint and determine whether it is a legitimate problem or not. If so, he or she will attend the premises and issue a warning, giv- ing the household a_ limited amount of time to clean their Property, usually about two weeks. Most people tend to comply with the first warning, bur in some cases where they do not res- pond even after the second visit, they may find that the enforce- ment officer will call in a maintenance crew to do the clean-up and bill them for ex- penses.
