CONCERN over duplex zoning has caused North Van- couver City Council to withhold some rezoning applications to study the area comprising the east 300-blocks of the streets from Keith Road to [5th Street. By PAMELA LANG Contributing Writer A recent public meeting of council’s policy committee was held to determine public support for the current Official Communi- ty Plan (OCP) designation that allows for duplexes in the west half of the blocks and single-family homes in the east half of the blocks. . Although duplex-designated under the OCP, the entire area — with a few exceptions — is still zoned for single-family dwellings and potential duplex developers must therefore come before coun- cil with a rezoning application. ANCOUVER CITY COUNCIL: Councii’s policy committee, consisting of the entire city coun- cil, voted 4-3 in favor of retaining the current OCP designation and asked for a staff report on the de- velopment control measures open to council. Ald. Rod Clark, speaking in favor of the motion, pointed out that the OCP was publicly debated when it was put in place 10 years ago. “To change now is to turn our backs on friendly development,” he said. But Ald. John Braithwaite said, ‘‘Neighborhood preservation is very important.’’ He added that it was ‘“‘ridicu- lous’ to have a mid-block designa- tion that would have duplexes . Both Braithwaite and Ald. Bar- bara Sharp expressed concern that the entire area would eventually go duplex since the OCP changes. “We change the OCP when we allow a developer to build outside the OCP,” said Sharp. ; Ald. Stella Jo Dean, along with Braithwaite and Sharp, voted against the motion, which is not a final decision, but a recommenda- tion to council. Written submissions from resi- dents of the study area ran 10 to four in favor of the OCP mix of duplex and single family housing rather than the option of keeping the entire area for single-family homes.
