Van First in North America A suggestion to sell hfeume licences for dogs will shortly be submitted to the Cuy of North Vancouver by the North Vancouver Society for the Prevention of Cruelty to Animals (SPCA). And tf approved North Vancouver would be the only area in North America to offer such a licence. North Vancouver City council heard of the proposal Monday night from North Van SPCA spokesman, Jack Holmes. who was in attendance to olfer SPCA suggestions on improving the enforcement of the City’s dog regulation bylaw. Holmes said the suggested fee for the lhifetume hcence would be $25 and it would not be transferable. To be eligible for such a licence Holmes said the dog would have to be neutered and tatooed The idea of ai hfetume hieence is only in the inquiry stage at present, Holmes said, and he added that all three North Shore councils would be approached with the idea The SPCA 1s talking in (erms implementing the tdea in 1981 and if it went ahead.
