The union also had no objection to ac- cepting the chap from Germany, whose qualifications were top-rate. If the spulicant had been wear- ing a ture:a, all would probably have been well. He would have come in under the family reunification rules, as a refugee, or God knows what else. We would probably have put him upina hotel, too. But the contractors tried to get him in through the front door, so their efforts came to nothing. Employers and applicant went through ail the proper channels. Letter after letter was written,, Roadblock after roadblock was encountered. One such obstacle was an epistle from the Foreign Worker Recruitment Unit of the Canada Employment Centre, outlining six reasons why the RCABC’s request could not be met. The reasons went this way: **You have not provided evidence of your efforts to recruit a quali- fied Canadian or permanent resi- dent ... The skills and experience required for this position are not sufficient to warrant the recruit- ment of a foreign worker ... You have not provided evidence on the training you propose to provide for Canadians ... Foreign certifica- tion is not considered bona fide for this position as it has the effect of eliminating qualified Canadians.” And so on. Here are some of the comments he addressed to of- ficialdom: “Your cequest for evidence of our efforts (to recruit in Canada) ignores our statement that ... nei- ther Canada Employment Centre office nor union hiring halls have any men; newspaper ads receive no responses. We finally have full employment ... and jobs go begg- 130 employers with probably 5,000 employees and performing over $100 million worth of contracts not sufficient evidence?”’ With regard to training, Mr. Thiel pointed out that his group was one of 60 B.C. trades offering apprenticeship programs. ‘‘So we did not expect you to require the submission of materials readily available in public records.”” Officialdom’s statement that “the skills ... required for this position are not sufficient to war- rant the recruitment of a foreign worker,’’ said Mr. Thiel, showed ‘ta lack of knowledge and percep- tion of our industry that are abominable. But do not worry ... we have counselled the candidate to return to his homeland and simply walk ashore in future..."’ (like the Sikhs and Tamils). Why was the roofers’ union prepared to issue a temporary membership if there was a single sou! waiting in the hiring hall, ask- ed Mr. Thiel? “If you perceive that our members are upset,’” he conclud- ed, ‘‘you are mistaken. We are ab- solutety tivid.”” In January, the RCABC man protested to Immigration and Employment Minister Barbara McDougall. He got the standard brush-off. She would look into it, Perhaps. Maybe. Nothing has been done. There are thousands of these stories. To get anywhere, one has to have the backing of some ethnic group. Or better still, support from someone like Aziz Khaki.
