unicipal councils must continue to fund services Dear Editor: in response to Noel Wright's column of July 25 (“Why do we let the taxman do our donating?"'), perhaps the answer to Wright's question is ‘‘Because we don’t do it ourselves."* Canadians (and particularly British Columbians) don’t have a great track record when it comes to charitable donations and vol- unteer participation. Now I realize that there is no First Amendment in Canada. But ‘there is a Charter of Rights, which as I understand it says that a man may.express his opinions. Obviously, Collins is expressing -his opinions. The question is, are “the ‘opinions he expresses so + beyond the pale that he should not ‘. be permitted to express them?
