(BCFC) should make plans to down-size its Horseshoe Bay terminal, said West Van- couver-Garibaldi MLA David Mitchell. He made the comment after the BCFC said it will implement all eight major recommendations of a task force struck to look at the issues of safety and scheduling at BCFC terminals. The task force was established following the recommendations of the Nemetz inquiry, which was struck following an accident at the BCFC’s Departure Bay terminal in Nanaimo last August. ' . In that incident, the Queen of New Westminster pulled away from a ferry dock at Departure Bay just as a mini van was about to board the ferry frou an upper loading ramp. When the ferry pulled away, the van drove off the ramp, struck the lower’ deck of the ferry and plunged into water. An Alberta) woman and her 10-year-old daughter died in the ' mishap. Four others were injured. The -BCFC has now accepted : eight major recommendations of _ the task force on scheduling and safety, three of which cover the Horesesiioe Bay terminal. The recommendations include: ‘“@ constructing a passenger - loading .gangway at Horseshoe Bay; @ delaying by 10 or IS minutes the schedules of the Horseshoe Bay to Langdale route in order to reduce cross-traffic interference in the loading of other ships; @ introducing different prices and times. on the Horseshoe Bay to Nanaimo route in order to better manage peak-period congestion. Mitchell said he was happy the BCFC has decided to implement the recommendations. He also called on the Crown corporation to begin making plans to down- size the Horseshoe Bay terminal. “1 would speculate that this is the first step to recognize that the Horseshoe Bay ferry terminal can- not grow and that it must be down-sized,"’ said Mitchell. He added that he supports the recommendation to charge dif- ferent: fares to commercial ferry traffic because that would force commercial traffic to use the Tsawwassen ferry leratinal. “PT othink that might lead to a down-sizing of the Horseshoe Bay terminal, which 1 think has to be considered. In the last year we've seen more and more accidents on B.C. Ferries,’ said Mitchell, He said that he would like to sez the annual safety audits con- ducted of the BCFC and called for better labor-management relations between the Crown corporation and the B.C. Ferry and Marine Workers Union. “We've seen some real tensions between labor and management at B.C. Ferries. Whenever there are poor labor relations, accidents happen,’ said Mitchell.
