Dix, the new owner of waterfront property at 4036 Marine Dr., has run into municipal opposition to his pro- posal to install a new boat ramp on his property, even though the ramp had been approved by council in the early 1980s. ‘In subsequent years, council’s policies have chunged and these types of structures are actively discouraged,’’ Mayor Mark Sager told Keith Allsop, the general contractor representing Dix.
