West Vancouver’s proposed new Community Plan is so worded that radical zon-
ing changes could be made ANYWHERE in West Vancouver WITHOUT A
PUBLIC HEARING. The Community Plan update did not disclose the fact that
a recent change to the Provincial Municipal Act grants this authority.
