A6 - Wednesday, August 12, 1981 - North Shore News EEE editorial page ee & Accountability Maybe Alderman Stella Jo Dean was making a mountain out of a molehill last week by being the only North Van City council member to vote against the final adoption of the Lonsdale Quay bylaw. Or maybe there's a little more to it than that. Alderman Dean does not oppose the $140 million provincial government development as such. Nobody in his right mind could. It will transform the run-down Lower Lonsdale area into a vital throbbing centre and gateway to North Van, with longlasting economic benefits. It is the single best thing that has ever happened to the City. However, Alderman Dean was not prepared, on a point of principle, to endorse the ’s $600,000 expenditure on providing service for the provincial development, even though the City is now getting a 6'2-acre park out of the deal instead of the 3% acres originally proposed. All other developers, she argued, have to pay for the installation of services and it was wrong, therefore, to create a precedent by exempting Victoria or -- looking at it another way -- by “par- chasing” the extra parkland at $200,000 an acre. Regardless of whether or not it is money well spent, the $600,000 gift to Victoria is not exactly peanuts. It represents five per cent of the City’s total annual expenditures of $12 million and over eight per cent of 1981 tax revenue. The gut issue, therefore, is accountability. Right or wrong, Alderman Dean is never afraid to remind her colleagues where the money comes from, even when it means standing alone. Council members like that are always worth their weight in gold to the taxpayer. Jungle law President Reagan and Canada's Transport Minister Jean-Luc Pepin are right not to capitulate to air traffic controllers who break both their contracts and the law -- despite the chaos caused for thousands of travellers on two continents and air safety threatened for months ahead.
