The single largest portion of the changing tax picture results from the province’s cancellation last year of the supplementary home- owner's grant.. District. homeowners paid $5,268,000 in 1992 as a result of that decision, an increase of 19% in net taxes over 1991. . But a report from financial staff to council reveals that the municipal taxpayer is continuing to pick up a greater share of the provincial tax burden in other areas. The district’s Provincial Gov- ernment Unconditional Revenue Sharing Grant for 1992 was reduced by 12%, or $413,000, over the amount paid in 1991, in- creasing municipal taxes by !.3%. Staff say the grant has declined from 20% of total revenue in 1980 to 6% in 1992. Provincial education cuts last year resulted in North Vancouver District 44 School Board eliminating $65,000 in funding for the Seycove Community Wing, leaving the municipality to main- tain current service levels. Staff also. list the environment and social services as areas where the province is downloading costs to the municipality. They estimate that current costs in social planning responsibilities formerly borne by the province are approximately $200,000.
