$6,000,000. That’s the tab North Vancouver District fi-
nancial staff estimate the district will have to pick up in

1993 as a result of

the provincial

government’s

downloading of costs to the municipality.

And district council is worried
enough that it wants to set up an
in-camera meeting with North
Shore MILAs to convey its con-
cerns over adequate funding levels
from the province.

The single largest portion of the
changing tax picture results from
the province’s cancellation last
year of the supplementary home-
owner's grant..

District. homeowners paid
$5,268,000 in 1992 as a result of
that decision, an increase of 19%
in net taxes over 1991. .

But a report from financial
staff to council reveals that the
municipal taxpayer is continuing
to pick up a greater share of the
provincial tax burden in other
areas.

The district’s Provincial Gov-
ernment Unconditional Revenue
Sharing Grant for 1992 was
reduced by 12%, or $413,000,
over the amount paid in 1991, in-
creasing municipal taxes by !.3%.

Staff say the grant has declined
from 20% of total revenue in 1980
to 6% in 1992.

munity groups are being elimi-
nated or reduced.

{n 1993, for example, the North
Shore Economic Development
Commission (NSEDC) will not
receive $39,333 in provincial fund-
ing.

The district will be paying an
additional $10,113 as its share of
the cost if the NSEDC’s 1992 level
of service is maintained. .

Provincial education cuts last
year resulted in North Vancouver
District 44 School Board
eliminating $65,000 in funding for
the Seycove Community Wing,
leaving the municipality to main-
tain current service levels.

Staff also. list the environment
and social services as areas where
the province is downloading costs
to the municipality.

They estimate that current costs
in social planning responsibilities
formerly borne by the province
are approximately $200,000.

enough provincial stalf to carry
out environmental surveys.

A recent decision by council to
test for dioxins and furans along
the North Vancouver waterfront
will cost the municipality $1,000
per sample.

In addition:

@a new federal/provincial
agreement for the provision of
RCMP services has increased the
district’s police budget by 10,9%
since it went into effect in March
1992; .

@a federal freeze on grants in
lieu of taxes is forecast to reduce
district revenue by $39,031 for
1993,
