tacular environment, talented peo-
ple and established economic

the dargest ports in the world,
world-class marine-related facilities
and a= shipbuilding consortium
negotiating for Russian icebreaker
contracts,

Shepard said he will support any
economic approach proposed,
“except for the approach of doing
nothing.”
