The 1995 provisional budget,
adopted at the Dec. 18 meeting,
indicates a 1.7% increase in the
municipal portion of the taxes to be
paid by the average taxpayer.

Coun. Ron Wood describes it us
a “hold-the-line” budget.

Of the $100,788,400 total 1995
budget, $31,113,100 is the general
levy collected by West Vancouver
District for municipal purposes.

About $29 million will be col-
lected for other agencies.

The list of agencies includes the
local school district, — B.C.
Assessment Authority, Greater
Vancouver Regional. District,
Municipal Finance Authority,
Greater Vancouver Regional
Hospital District and B.C. Transit.

The rest of the $100 million

‘includes the utility —rates
($8,210,000), sales of services, con-
tributions in lieu of taxation and
provincial grants.

On the spending side, the munic-
ipality will function on an approxi-

-mate $55 million operating budget.

The highest portion of the oper-
ating budget —$16,435,600 — is
earmarked to pay for fire and police
protection.

Other operating expenditures
will include:

A general government,

@ transportation and transit,
$8,637,000;
&@ recreation and culture,
$7,957,400;
@ library,
$2,355,800;

In the past, the operating budget

was not approved until about April.

But by preparing the budget
early and holding a televised’ pre-
sentation and an early meeting with
local ratepayer. groups, council
managed to accelerate and open up
the process.

The non-operating capital budget"

of about $13,700,000 will likely be
adopted this month.

Despite budgetary restraint, West
Vancouver is increasing some ser-
‘vices such as library maintenance
personnel. ,

50-50 basis the cost of the addition
to the seniors activity: centre for
which $650,000 has already heen
contributed through fundraising.

With maintenance and renewal
in sind, staff will present the first
phase of an infrastructure plan tw
council to be included in the five
year capital budget.

Another capital project will be
the continued major upgrade of its
computer systems.

“Even though the capital budget
has been increased slightly from the
level in 1994, the municipality is
falling behind on replacing capital
equipment...

“This problem will have be
addressed,” said Wood.
