Especially since it was a fundraising party held at the North Vancouver Recrea- tion Centre to raise money for Emily Murphy House — a refuge for battered women -- which is operated by the North Shore Crisis Service. The police seized 20 per cent of the booze which was going to be served at the par- ty, because the amount of li- quor exceeded the amount allowed under the Special Occasion Licence. But one partygoer wrote to North Vancouver City Hall to express his indigna- y TERRY LA DER tion at the seizure. “This wasn't a meeting of the Hell's Angels. This was a gathering of adults, mostly couples, to raise money for a very worthwhile charity,” James Mercier of West Van- couver wrote to the mayor. “Surely to God, if rules were being broken, and the law had to be complied with, a simple request to remove the excess bottles would have sufficed.” But council voted to write back to Mercier, telling him the police were merely en- forcing the law, and had to seize the excess liquor. Council members’ were more concerned about the fact that the special occasion licence had been granted in the first place. It seems that no-one - bothered to ask council for the licence. Not only is council sup- posed to approve all such licences, but the City only has six a year to grant. Council voted to tell the RCMP, the Recreation Com- mission and the Liquor Branch that only council! has the authority to grant a ‘licence for a public function on public property. N. The trial occured after in- tensive investigation by West Van's bylaw enforcement of- ficers and the charge arose from a March 19 incident.
