The study, conducted by David Sims, a recent master’s graduate in the school of resource and en- vironmental manayement, and Mark Jaccard, an assistant pro- fessor, focuses on B.C. Hydro's ongoing Power Smart. electricity conservation campaign. “We wanted to look at what kind of employment effects you can get by investing in saving elec- tricity. aS opposed to the impact of investing in supplying electricity from a more conventional source," said Sims. To date, he said B.C.’s eco- nomic policies have tended to em- phasize megaprojects to supply electricity because they are seen to be important for creating jobs. “Our study and others already out there suggest it's not quire as straightforward as that."’ Sims sitid. For their study, data supplied by B.C. Hydro was plugged into a standard input/output model to determine spin-off emptoyment effects over a period of 20 years. The two then prepared similar employment figures for the Site C dam, a hydroelectric project pro- posed for the Peace River Valley and recently shelved by B.C. Hydro. They then compared the two options.
