A12-Wednesday, November 5, 1980 - North Shore News IF VICTORIA CUTS GRANTS ‘Bleak outlook’ seen for local taxpayers The federal sales tax on natural gas, introduced last week in the budget brought down by Finance Minister Allan MacEachen, could have a serious effect on municipal budgets and taxation, says West Van- couver Mayor Derrick Humphreys. If the provincial govern- ment finds it impractical to pass on the tax to its US customers ~— who are already showing strong resistance to the high price of BC natural gas exports — Victoria stands to lose up to $200 million a year in revenue, according to preliminary “guestimates”. In an interview on the weekend Humphreys noted a commitment made in 3 Pe ee NORTH SHORE'’S OWN “Silverlode” September by provincial Finance Minister Hugh Curtis to increase provincial grants to municipalities by 20-25 per cent. Addressing the con- vention of the Union of BC Municipalities, Curtis had referred to the possibility of reduced natural gas revenues, but this had not deterred him from _ his promise of increased aid. However, the mayor continued, the past week had brought a variety of other statements from provincial leaders indicating a potential reduction § in municipal grants. Without appropriate provincial grants-in-aid, Humphreys warned, municipalities would be faced with unavoidable increases in local taxation or a reduction in services to persons and property.
