Air quality planning Services approved CABINET HAS approved regulations enabling three Lower Mainland regional districts to provide air qual- ity management planning services, Municipal Affairs Minister Robin Blencoe and Environment Minister John Cashore announced recent- ly. The Fraser-Cheam, Central Fraser Valley and Dewdney- Alouette Regiona! Districts will now be able to undertake air qual- ity studies in the Lower Mainland. This work will provide a strong foundation for determining effec- tive means of improving air quali- ty. Following extensive consulta- tions, the Greater Vancouver Regional District (GVRD) Board has already set a goal to reduce overall emissions by 50% by the year 2000 and is developing a plan to meet that goal. The other three Lower Mainland regional districts will now be able to embark on a similar planning process. The three regional districts will work with the Ministry of En- vironment and the GVRD, which is responsible for its own air qual- ity monitoring and_ regulation. Together, the four regional districts will be able to more ef- fectively coordinate planning for air quality management in the Lower Mainland. . The delegation of planning re- sponsibility is the result of discus- sions between the Ministry of Municipal Affairs, the Ministry of Environment and the four regionai districts involved. “Improved air quality is an im- ° portant objective of this govern- ment,’’ said Blencoe. ‘‘The joint air quality management planning process is a significant step towards meeting this objective.’’ ‘In the future, regional air quality management plans and coordination mechanisms are tike- ly to play an increasing role in helping to achieve community en- vironmental goals and contribute to the resolution of more global environmental issues,’’ said Cashore.
