MAILBOX District should curb spending Dear Editor: Nachiko Yokota wishes in her Feb. 14 letter that taxpayers had more input into the spending deci- sions of North Vancouver District — sodol. Over $5 million was recently spent on a wave pool that only a fraction of the taxpayers will ever use but which commits each household to thousands of dollars in taxes..Such major capital pro- jects should only be approved after a binding referendum. Last year after huge increases in the district budget I wrote to the mayor and every alderman with suggestions of how to curb spend- ing. These include: © Maplewood Farm should pay its way with admission fees or the district should get out of the farming business. We cannot af- ford the deficit which exceeds $180,000. © An effort should be made to find corporate sponsors for the gardens around the district in return for a discreet plaque acknowledging the sponsor. Gardens are a large cost area. © Recreational facilities must be operated more on a user-pay system after the capital expen- diture is approved by referendum. “@ There must be a bylaw to limit spending increases. Plan instead to reduce bureaucracy and the drain on the taxpayer. © Advise all staff that wage in- creases can no longer be approved unless there is a proven increase in productivity. © Stop aii grants to special interest groups unless approved by the voters in a referendum. © Ask the voters at election time to approve or disapprove major items of expense and ongoing commitment. It is about time the mayor and council had a new motio on the wall of the chambers.
