Bostwick said the Spicer Street application could come before council in about one month. Francis Caouette, North Van- couver City’s administrative coor- dinator of development services, said that while PSA approval has been granted for the pub applica- tion at the Park and Tilford site, no request for a public opinion survey has been made to the city. “The first step is for the appli- cant to approach the city. An amendment to the zoning bylaw would then be required. Council uses that tool, along with a public hearing, to gauge public opinion,” said Caouetie But the Neighborhood Pub Owners’ Association of B.C. is opposed to the new pubs. — Association administrator Brenda Locke said all pub owners in North Vancouver are concerned about the four applications. “To have four pub applications in one area is very extraordinary. It’s an unusual move,’’ said Locke. ‘‘We think we will see more of this and that is a concern Lynnwood Inn office manager Chris Cotton said he understands that two additional applications for neighborheod pubs are pen- ding: one for the Lower Lonsdale area and one for Lynn Valley. Cotton criticized the LCLB for continually changing the rules on pub operators. ‘The Liquor Contro! and Licensing Branch makes up regu- lations and everyone has to abide by them. But all these (proposed) pubs seem to be breaking all the tules,’’ Cotton said. ‘‘You’re not allowed to be a mile or two away from a highway and these pubs are. “When we got our beer and wine store licence we had to pro- vide extra parking. These pubs don’t seem to have to do that. At times it doesn’t seem fair. We don’t know which rule book to follow.’”” Cotton said there are too many drinking establishments in North Vancouver already. The directors of the proposed neighborhood pubs could not be reached for comment to press time. inn City and district ponder police Station project NORTH VANCOUVER City and District are grappl- ing with the question of how to share the cost of building a new pelice sta- tion, By Michael Becker News Reporter Said North Vancouver City administrator Gerry Brewer, “There is an urgency to it.
