Thirty-year-old Vivian Harvey was charged under the West Van- allowing her blonde husky-lab cross to bark in excess of 15 minutes. A sleepless neighbor had com- plained to West Vancouver Police that the dog had been barking at couver noise control bylaw for night for over a month.
