TS a aA LE ON ES IN NORTH VANCOUVER Volunteers sought to keep an eye on courts THE NORTH Vancouver Family Court Commit- tee (FCC) is looking for a dozen volunteers inter- ested in keeping an eye on the courts. Don Rutherford, head of the FCC’s court watch sub- committee, says the primary aim of the volunteers will be to ensure that everyone is dealt with fairly before the courts. ‘“*The court watchers will be observing and monitoring family and youth courts, col- lecting data on things like how long it takes to get a case to trial, if a kid is repre- sented by a lawyer, and the disposition of each case,”’ Rutherford said. He added the court watchers will monitor whether individual judges deal with cases dif- ferently, as well as how Crown Counsels deal with certain matters. Rutherford said the FCC will be looking for adults with an interest in how the courts function, especially those with a community in- terest, but added all appli- cants will be screened: ‘‘We are very cautious of people with special interests.”” The successful candidates will attend a one-day orien- tation meeting, tentatively scheduled for late October. According to Rutherford, depending on the_ response, the orientation will feature members of the FCC, court administration, and a pres- entation by Crown counsel. The court watchers will be responsible to the Family Court Committee, made up of 10 volunteers from North Vancouver City and District and one alderman. The FCC was formed in order to act as a link between the North Vancouver municipalities and the justice system. Rutherford said court watchers will be expected to keep the FCC informed on court happenings, and will be welcome to attend FCC meetings — although not as members — and will also be monitored on thei work by the FCC He said he, along with other members of the FCC, will also. do some court watch duties at the start of the program, as part of the ongoing supervision of the program. The new Young Of- fenders Act was the impetus for the North Van court watchers coming into ef- fect.’’ He said the court wat- chers program has been in the planning stages almost since the FCC’s inception in 1983.
