As a result, commercial tax-payers could get hit again, he warned after Monday's council meeting. The election was called before the provincial government had time to fulfil its pledge to introduce legislation allowing a variable mill rate, he ex- plained. This would have enabled each municipality to share out the tax burden equitably among its tax- payers. Without the legislation, municipalities will have to fall back on the old system which requires them to tax residents using a set formula. Under fthis system, com- mercial taxpayers bear a lion's share of the school tax burdens, says Mayor Humphreys. It is possible that if the existing government is returned to power it will bring in the needed legislation in the ten days before council’s May 15 budget deadline. “So we're up in the air, not knowing what to do,” commented a _ frustrated Humphreys. He thinks that West Vancouver will take the advice of the Union of British Columbia Municipalities and prepare AS - Sunday, April 17, 1983 - North Shore News to send out two alternative tax notices — one if the variable tax rate legislation is brought in and the other using the old system.
