District council proceedings have been marked by acrimonious debate -as aldermen wage a war of words. Bell warned that this kind of conduct had to end and promised stricter enforcement of the rules of procedure and decorum. Misbehavior has led to a “breakdown” in dealing effectively with the “public's business”, Bell told council. “This is a clear warning to you (council),” said Bell emphasizing that any reference to other aldermen or their activities had better be “factual”.
