Council votes 4-2 against proposed Parkgate Shopping Centre facility SEYMOUR RESIDENTS won't get a formal chance to express their opinions on a proposed neighborhood pub in. the Parkgate Shopping Centre following the decision Monday night by North Vancouver District Council against proceeding with a public hearing on the proposal. Despite staff support for the pub site, council decided in a 4-2 vote to stop the pub application process before sending it to bylaw. “It’s easy enough to string these sosts of discussions out. Some- times it’s easier to decide sooner rather than IJater,”’ said Coun. Rick Buchols, in voting to reject the application. The neighborhood pub propos- . By Martin Millerchip Contributing Writer ed by William Bayer would have been located on the east side of the shopping centre in the north half of the building that is oc- cupied by the Mayflower Restau- rant. NORTH VANCOUVER DISTRICT COUNCIL Bayer's proposal envisaged seating for 65, with additional patio space for another 20 patrons. Planning staff reported that the limited number of seats was un- likely to generate ‘‘the cabaret en- vironment usually associated with noise and drunkeness.”’ But many area residents, in- cluding St. Pius X Parish, have written to council voicing concerns that ranged from drunken driving on Mount Seymour Parkway to exacerbating the drug and alcohol problems faced by Seymour-area youth. District stated that social planning staff ‘‘public concerns, especially about youth, must be. addressed by the regular opera- tions and regulations governing pubs’’ but added that no expan- sion of the pub into a regular off-sale beer and wine store would be supported. According to the planning staff, the location of a neighborhood pub at Parkgate has several ad- vantages: © adequate parking; e distance from residences; © a growing neighborhood to ser- vice. But the majority of council were not swayed either by staff or 500 signatures collected by Bayer in support of his application. Coun. Jim Cuthbert said that “personally 1 support the concept of a neighborhood pub in the right location.” But he added that the Parkgate location was an invitation to tran- sient users to drink and drive. Only Mayor Murray Dykeman and Coun. Janice Harris sup- ported sending the application to bylaw and a public hearing.
