The daily scenario is a_ fire department vehicle with its inhalator crew speeding along, siren blaring, to a traffic accident or heart attack case (more frequently the latter, given West Van’s high percentage of senior citizens). Minutes later---often a good many minutes later in the western end of the municipality---the lone provincial ambulance stationed at 14th and Bellevue will normally follow, always provided it’s not away on a trip to hospital. In such emergencies the average responsé time from the four strategically located firehalls is 142-3 minutes. For the am- bulance, when immediately available, its’s an average of 6-7 minutes---which can be 3-4 minutes too long to save a heart attack vic- tim. The provincial authority says a second ambulance, at about $400,000 a year, is too costly in this time of restraint, so the firefighters, funded by local taxpayers, must continue to pitch in. But since they can’t be in two places at once, there’s also the point that their ability to deal with fire emergencies could be impaired unless their numbers and equipment are increased. Mayor Humphreys and his council are right.y keeping up the pressure on Victoria to meet its obligation---which is to ensure peo- ple don't die in West Van for want of speedy help. Meanwhile, as long as the municiplaity is left to do that job, it should at least be reimbursed for the costs involved.
