Park Zo Seymour-area forest lots face rezoning By Jolanda Waskito Contributing Writer MOST of the 100-plus crowd at a public hear- ing in North Vancouver District Tuesday want to save the Cove and Mountain Forest as park. The forested area, home to an extensive and well-used trail stem, includes an area near the Northlands public golf course and a strip above Panorama Drive that crosses Deep Cove’s main access to the Lord Baden-Powell Trail. Tt will be no easy decision for district council as it weighs the situation, The rezoning of several parcels of land from urban reserve and single-family lots into parks, recreation and open space (PRO) would result in the isolation of several residen- tial lots in the midst of a wilder- ness area. Ironically, a lawsuit has been brouglit against the district by the federal Canada Housing and Mortgage Corporation (CHMC), which is challenging the very, rezoning now being ro P CMC would like to devel- op the 1] 1-acre parcel that it co-owns with the province — which owns 25% —— into a mixed-unit residential neigh- borhood. The Crown corpora- ton would like to have butit 37 single-famiiy lots and several townhouses. At the public meeting, CHMC senior project manager Tony See urged council not to rezone the land into PRO. “Over the years we've con- sulted staff and the district advisory committe: . this joint effort reseized in a thoughtful and sensitive pro- pasal,” See said. “There are consequences it would eliminate 37 family lots.” See said that if CHMC land was turned into a park, the Crown corporation has “legal right to receive compensation.” CHAMC was not alone in its sentiments. Several residents who own lots in the proposed rezoned areas would be able to exempt their properties from being rezoned PRO, burt would also be isolated in a wilderness area. The owners bought the lots while they were zoned urban reserve and the catch all zoning of Residentiai-Institutional- Park-Recreational including Golf Course The five owners who spoke at the meeting demanded tither compensation or an exchange of lots. The district is already intending ro set. aside lots along Indian River Drive at the northern limit of the neigh- borhood — specitically —_ for exchange purposes. 7AYLORMOTIVE BRAKE SPECIALISTS SERVICE LTD. He, too, wants adequate compensation and also “applauded” CHMC for the design of its Northlands development. Nor all of the owners were against the rezoning. Wynn Wright of Panorama Drive, who owns a potentially isolated property, supports the rezon- ing into PRO because a devel- opment would affect the Baden-Powell Trail. “Thirteen-thousund people signed a petition thar voiced support of maintaining the area of of Cove and Mountain FACTORY FUTON Entvance in reat lane Hon,- Set. Il-Gpm Sunday 12-$ pm north vancouver District Council Forest,” Wright said. “To close this (aff from development) is to offer the finest recreation area the Lower Mainland has to offer.” The 13,000-signature peti- tion Wright referred tu was the result of an outery by residents who wanted to convert the Cove and Mountain Forest from urban reserve into PRO in 1985. The present consideration to rezone came about because a previous council’s rezoning of urban reserve into PRO in 1995, didn’t encompass all the areas the public wanted turned into park and wilderess areas. Those areas left out of the PRO rezoning in 1995, are in dispute now. Members of the Group United Around Responsible Development (GUARD) voiced their support for a parks zoning ovo years ago and they voiced them again Tuesday.
