Doug Collins @ get this straight ® YOUR MAN Doug came into the office the other day to find a request from Editor Barrett Fisher scrawled across a previous column. ‘‘Doug, maybe you can expand on these points,”’ The column appeared last week and related to some of the lunacies concerning South Africa that are being enacted in Ottawa and are now being reflected in the larger mirror of the Commonrot Commonwealth Conference. In detailing some of the batty ideas that are being mooted, I had ended the piece with these words: “All this and more with regard to a country that has an indepen- dent judiciary, a parliamentary system that is better than anything else in the rest of Africa, a press that is freer than any other in Africa, and an economy that is unmatched on the whole continent.” For starters, Barrett, the South African legal system is excellent. It is based on Roman-Dutch law and is no more open to in- terference than that of any other Western system. South African judges frequent- ly strike down government ac- | tion.. An example was the courts’ recent lifting of censorship in the national emergency. That the F government promptly wrote new rules was not the fault of the judges. The trial of Nelson Mandela } and other terrorists in the 1960s was another example. It lasted 10 months and the prosecution had to prove its case beyond doubt. Try that in one of Brian Baloney's favorite states — Zimbabwe — and you will be in the slammer in nothing flat. It is specifically forbidden to make fun of President Banana. The parliamentary systern? It is true that whites hold the reins of federal power. But there is real opposition, and in the recent ¢lec- tions it would have been possible for the opposition to win. “Since independence, 1 most Of Black Africa has become an economic basket case. In rule-by-gun Uganda? In Zimbabwe, where Robert Mugabe’s Shonas slaughter the Ndebeles and where Mugabe says he will soon have a one-party Marxist state? To move from fact to opinion, it is my belief that South Africa will never have a one-man-one- vote system, no matter who is in charge. There are too many racial and tribal divisions. And if the communist African National Congress comes to power, all semblance of democracy will disappear. In the black townships there are elected councils. The media? In Mozambique and Angola they are propaganda outlets for the government. In Zambia and Tanzania the media must not upset the local Redeemers. In Zimbabwe the dai- ly press is owned by the govern- ment. In South Africa it is privately owned and critical. The South African economy, meanwhile, is the engine that keeps Southern Africa going. Mozambique depends on South Africa for its electrical power.
