— Wednesday, April 22, 1998 — North Shore News West Van traffic troubies ¢ Catherine Barr Contributing Writer WEST Vancouver coun- cil needs help with traf- fic. On Monday approval was given for municipal staff to proceed with the plan to hire a consultant to study the traffic situation in the Ambleside and Dundarave areas. The study will include a synopsis of vehicle and pedes- trian traffic on both Marine Drive and Bellevue at intersec- tions located berveen 13th and 21st streets and on Marine Drive at 24th and 25th streets. Data will also be gathered on jaywalking, traffic speed, left curn delays, signal timing, traffic signs, sight lincs and traffic control upgrades. The evaluation represents another step by council to assess the overall impact of new development in the com- munity’s two predomianntly residential, yet high density merchant areas, West Vancouver’s incr2as- ing traffic problems have been ‘giving district councillors troubic for some time now. Last summer Park Roya! requested to expand the shop- ping centre by an additional 250,000 sq. ft. Resulting controversy and public reaction to the develop- ment spurred council into commissioning an indepen- dent rraffic report for the intersection at Taylor Way and Marine Drive, as well as sur- rounding access streets. Council is expecting the results by the end of this month. Next came the application by British Pacitic Properties (BPP) last fall which saw the developer secking approval to proceed with its Whitby Estates project. Additional! efforts are still being made by BPP to satisfy a number of conditions laid out by council, but a Fesulting traf fic study recommended thet future traffic congestion could be eased by the installation of a traffic light at 21st and Westhiil. Council is still con- sidering this matter. Next up for council consid- eration: traffic trouble at Collingwood school with empty school buses fighting their way uphill through traffic jams caused by parents driving their children to school. Council is still working with the school to solve this prob- lem. This was followed by the defeated Skilift and Chairlift Road commercial-residential west yemcouver development in the same area. The developer stil plans to build on this site. Meanwhile at Ambleside and Dundarave, developers and business owners are build- ing and upgrading properties along Marine Drive. Sections of the south side of Marine Drive in Dundarave have already undergone exten- sive upgrading. More con- struction is scheduled tor the upcoming sunimer menths. Hollyburn Plaza (at 18th and Marine), the old post office site (ac 17th and Bellevue) and two adjacent sites located at 20th and Marine represent just a few of the new, combined residential and commercial properties scheduled for development or upgrades. Add to this the rownhettse | construction set to begin at 2Ist and Argyle and a new waterfront high rise at 22nd and Bellevue and council’s concern regarding increased traffic becomes more critical. Coun. Bill Soprovich would have preferred an inte- grated traffic and parking study. He propased amending the original motion for a traf- tic study to include the park- ing provision. “This is the per- feet time,” he said. His amendment defeated 3-2 in favor of the original motion by councillors who felt the parking issue should be treated separately. “This is stage one,” said Mayor Pat Boname acknow!- edging Soprovich’s suggestion as prudent. She agreed that a parking analysis is necessary and hinted that it might be the next step in the process. ’ Hardtails was Monthly payment option ‘We want te be your Susuronce Broker” West Van.
